They are continually punished even though they've already "paid their debt to society". It is near impossible for them to get a job, which only helps lead them back to whatever it was that got them in jail in the first place. I'm sure a lot of people think Vick should have stayed in jail much longer than he did but not letting him go back into the NFL would just encourage him to fall back onto what he knows.
