Should the Atlanta Falcons Consider Trading Up?

The eighth pick in this draft has plenty of benefits. It gives teams the chance to grab who they want at a lower pick, but with extra benefits.
To be honest, I only see one team that makes complete sense.
Oakland Raiders (4th pick)
The Raiders need a wide receiver. And the Raiders are actually in the complete opposite situation as the Atlanta Falcons are.
There are two elite (top 10) receivers in this draft, and their names are Amari Cooper and Kevin White. But the Raiders have the 4th pick, and it would be considered somewhat of a reach pick if they decide to pick Cooper or White at that spot. But if they were to trade down with the Dirty Birds to the eighth pick, they would have an almost guaranteed chance of getting Cooper or White, at a lower pick!
